Acts 15:22 Then it pleased the apostles and elders, with the whole church, to send chosen men of their own company to Antioch with Paul and Barnabas, namely, Judas who was also named Barsabas, and Silas, leading men among the brethren.

The Jerusalem Council had come to a close, and the decision was given. The next step was to disseminate and publish the Council's decision. This work has been ongoing for 2,000 years. We have taken the effort to understand the decision of the Jerusalem Council and publish it. This is indeed the work of God.

The elders demonstrated great care and commitment in publishing this decision to the churches. They had to send their representatives, from the church at Jerusalem to the church at Antioch and other places, giving the people the full understanding of the decision of the Council.

One key quality of leadership is to follow up on a decision taken and ensure implementation. Leaders and organisations go through the discipline and rigour of thoroughly studying an issue and coming up with a solution. Sadly, this is not followed through to its implementation, and all the good work that was done is wasted.

Here's a truth that every seasoned leader eventually discovers: a decision is only as good as its implementation. The gap between decision and execution is where leaders and organisations fail.

The Nehemiah model is one of the great examples of implementation. Nehemiah 6:15-16 So the wall was finished on the twenty-fifth day of Elul, in fifty-two days. (16) And it happened, when all our enemies heard of it, and all the nations around us saw these things, that they were very disheartened in their own eyes; for they perceived that this work was done by our God. Implementation is when everyone sees and understands that God is at work in this place. Implementation is the witness of our God. We bring Him glory as we implement what the Lord has entrusted to us.

The decision was taken at the Jerusalem Council, after much deliberation, but it was not until its implementation that we could see the glory of God. The decision of the Jerusalem Council has been implemented for all of these years and will continue to be implemented. We are witnessing God's glory.

Joshua didn't merely inherit a plan from Moses, but he executed it. Joshua 1:6-9 Be strong and of good courage, for to this people you shall divide as an inheritance the land which I swore to their fathers to give them. (7) Only be strong and very courageous, that you may observe to do according to all the law which Moses My servant commanded you; do not turn from it to the right hand or to the left, that you may prosper wherever you go. (8) This Book of the Law shall not depart from your mouth, but you shall meditate in it day and night, that you may observe to do according to all that is written in it. For then you will make your way prosperous, and then you will have good success. (9) Have I not commanded you? Be strong and of good courage; do not be afraid, nor be dismayed, for the LORD your God is with you wherever you go." Joshua's leadership is marked by obedience in action, not just intention.

Saul started his leadership well, but failed to complete what God commanded. Saul was instructed to completely destroy the Amalekites, but he spared the king and the best livestock. I Samuel 15:18-19 Now the LORD sent you on a mission, and said, 'Go, and utterly destroy the sinners, the Amalekites, and fight against them until they are consumed.' (19) Why then did you not obey the voice of the LORD? Why did you swoop down on the spoil, and do evil in the sight of the LORD?"

The Israelites made promises and commitments, several times, to obey God, but they failed the Lord again and again. Exodus 19:7-8 So Moses came and called for the elders of the people, and laid before them all these words which the LORD commanded him. (8) Then all the people answered together and said, "All that the LORD has spoken we will do." So Moses brought back the words of the people to the LORD. / _Exodus 32:7-8 And the LORD said to Moses, "Go, get down! For your people whom you brought out of the land of Egypt have corrupted themselves. (8) They have turned aside quickly out of the way which I commanded them. They have made themselves a molded calf, and worshiped it and sacrificed to it, and said, 'This is your god, O Israel, that brought you out of the land of Egypt!' "_

Joshua 24:24-25 And the people said to Joshua, "The LORD our God we will serve, and His voice we will obey!" (25) So Joshua made a covenant with the people that day, and made for them a statute and an ordinance in Shechem._ But, this is what happened. Judges 2:11-12 Then the children of Israel did evil in the sight of the LORD, and served the Baals; (12) and they forsook the LORD God of their fathers, who had brought them out of the land of Egypt; and they followed other gods from among the gods of the people who were all around them, and they bowed down to them; and they provoked the LORD to anger.
