Acts 16:7 After they had come to Mysia, they tried to go into Bithynia, but the Spirit did not permit them.

The plan of God for man's salvation in Christ was worked out according to God's time and purpose. Acts 2:23-24 Him, being delivered by the determined purpose and foreknowledge of God, you have taken by lawless hands, have crucified, and put to death; (24) whom God raised up, having loosed the pains of death, because it was not possible that He should be held by it.

Although the Spirit of God did not permit the apostles to go into Bithynia, they were people who were the elect according to God's foreknowledge. I Peter 1:1-2 Peter, an apostle of Jesus Christ, To the pilgrims of the Dispersion in Pontus, Galatia, Cappadocia, Asia, and Bithynia, (2) elect according to the foreknowledge of God the Father, in sanctification of the Spirit, for obedience and sprinkling of the blood of Jesus Christ: Grace to you and peace be multiplied.

God works all things together for good for those who love God. Romans 8:28-30 And we know that all things work together for good to those who love God, to those who are the called according to His purpose. (29) For whom He foreknew, He also predestined to be conformed to the image of His Son, that He might be the firstborn among many brethren. (30) Moreover whom He predestined, these He also called; whom He called, these He also justified; and whom He justified, these He also glorified. The Lord predestined those whom He foreknew. He predestined us to be conformed to the image of Jesus. Bithynia was very much in the foreknowledge of God. The purpose was that they should be conformed to the image of His Son.

What will happen to those who have never heard the Gospel? How will they be judged?

God has not left Himself without a witness. Romans 1:18-20 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness, (19) because what may be known of God is manifest in them, for God has shown it to them. (20) *For since the creation of the world His invisible attributes are clearly seen*, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse,

Those who seek the Lord will find Him. Jeremiah 29:12-13 Then you will call upon Me and go and pray to Me, and I will listen to you. (13) And you will seek Me and find Me, when you search for Me with all your heart.

We are chosen of God even before the foundation of the world. Ephesians 1:4-5 just as He chose us in Him before the foundation of the world, that we should be holy and without blame before Him in love, (5) having predestined us to adoption as sons by Jesus Christ to Himself, according to the good pleasure of His will, Being chosen according to the foreknowledge of God is according to His good pleasure.

God has made known to us the mystery of His will. He is gathering all things in Christ in the dispensation of the fullness of the times. Ephesians 1:9-12 having made known to us the mystery of His will, according to His good pleasure which He purposed in Himself, (10) that in the dispensation of the fullness of the times He might gather together in one all things in Christ, both which are in heaven and which are on earth-in Him. (11) In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will, (12) that we who first trusted in Christ should be to the praise of His glory.

It is the Lord who saved us and called us, but in His time. II Timothy 1:9-10 who has saved us and called us with a holy calling, not according to our works, but according to His own purpose and grace which was given to us in Christ Jesus before time began, (10) but has now been revealed by the appearing of our Savior Jesus Christ, who has abolished death and brought life and immortality to light through the gospel,

He knew us from the very beginning. Jeremiah 1:4-5 Then the word of the LORD came to me, saying: (5) "Before I formed you in the womb I knew you; Before you were born I sanctified you; I ordained you a prophet to the nations."

God knows every detail about us. Psalm 139:14-17 I will praise You, for I am fearfully and wonderfully made; Marvelous are Your works, And that my soul knows very well. (15) My frame was not hidden from You, When I was made in secret, And skillfully wrought in the lowest parts of the earth. (16) Your eyes saw my substance, being yet unformed. And in Your book they all were written, The days fashioned for me, When as yet there were none of them. (17) How precious also are Your thoughts to me, O God! How great is the sum of them!
