Acts 15:41 And he went through Syria and Cilicia, strengthening the churches.
Silas was sent by the Jerusalem Council along with Judas to communicate the verdict of the Council to the churches. Acts 15:23 They wrote this letter by them: The apostles, the elders, and the brethren, To the brethren who are of the Gentiles in Antioch, Syria, and Cilicia: Greetings. / Acts 16:4 And as they went through the cities, they delivered to them the decrees to keep, which were determined by the apostles and elders at Jerusalem.
The task for Silas was not only to communicate the verdict of the Jerusalem Council to the church in Antioch, but also to other places. For him to accompany Paul on the second missionary journey was in line with the assignment that had been entrusted to him. Strengthening the churches was also a task to which Silas was assigned. Acts 15:32 Now Judas and Silas, themselves being prophets also, exhorted and strengthened the brethren with many words.
This was not a random and sudden decision for Paul to take Silas with him. What was happening was the orchestration of God.

Barnabas and John Mark had left for Cyprus. Acts 15:39 Then the contention became so sharp that they parted from one another. And so Barnabas took Mark and sailed to Cyprus; Paul and Silas travelled over land to Syria and Cilicia, strengthening the churches.
We do not have a definitive idea from the Scriptures of how the churches were planted in Syria and Cilicia. Paul could have had a role. Galatians 1:21 Afterward I went into the regions of Syria and Cilicia.
The persecution in Jerusalem caused the spread of the Gospel far and wide. Acts 11:19-21 Now those who were scattered after the persecution that arose over Stephen traveled as far as Phoenicia, Cyprus, and Antioch, preaching the word to no one but the Jews only. (20) But some of them were men from Cyprus and Cyrene, who, when they had come to Antioch, spoke to the Hellenists, preaching the Lord Jesus. (21) And the hand of the Lord was with them, and a great number believed and turned to the Lord.
After Jerusalem, Antioch was the next major hub for the Gospel. Acts 11:22 Then news of these things came to the ears of the church in Jerusalem, and they sent out Barnabas to go as far as Antioch. It was most likely the Antioch church that was responsible for the churches already established in Syria and Cilicia.
Paul and Silas travelled to Syria and Cilicia, and then over land to the other places where Paul and Barnabas had ministered in the first missionary journey. It was a blessing for the Antioch church and for the churches in Syria and Cilicia that Paul and Silas came to minister to them. The bond between the mother and daughter churches was being strengthened. The move of Paul and Silas to these two places would have been encouraged by the church in Antioch.
The primary purpose of strengthening the churches is for them to be established in the faith. Acts 14:22 strengthening the souls of the disciples, exhorting them to continue in the faith, and saying, "We must through many tribulations enter the kingdom of God."
Yes, tribulations were real for the church at that time, as they are now. Our faith being strengthened and purified through tribulations is an important aspect of our growth. I Peter 1:6-7 In this you greatly rejoice, though now for a little while, if need be, you have been grieved by various trials, (7) that the genuineness of your faith, being much more precious than gold that perishes, though it is tested by fire, may be found to praise, honor, and glory at the revelation of Jesus Christ,
Our faith needs to be strengthened in God, so that we are not blown around by every wind of doctrine, but grow into the fullness of Christ. Ephesians 4:13-15 till we all come to the unity of the faith and of the knowledge of the Son of God, to a perfect man, to the measure of the stature of the fullness of Christ; (14) that we should no longer be children, tossed to and fro and carried about with every wind of doctrine, by the trickery of men, in the cunning craftiness of deceitful plotting, (15) but, speaking the truth in love, may grow up in all things into Him who is the head-Christ-
Faith needs to be strengthened so that we discern what is holy and be separated unto God. Ephesians 5:26-27 that He might sanctify and cleanse her with the washing of water by the word, (27) that He might present her to Himself a glorious church, not having spot or wrinkle or any such thing, but that she should be holy and without blemish.
Our faith needs to grow so that many more may be added to the church. Acts 16:5 So the churches were strengthened in the faith, and increased in number daily.
