Acts 15:22 Then it pleased the apostles and elders, with the whole church, to send chosen men of their own company to Antioch with Paul and Barnabas, namely, Judas who was also named Barsabas, and Silas, leading men among the brethren.

The Council decided that the dissemination of the Council's decision to the churches must be done with great responsibility. Here are the issues involved that led the Council to take this step in announcing its decision to the churches.

The apostles and elders chose trusted, proven men (Judas Barsabas and Silas) to carry the Jerusalem Council's decision, as the issues at stake were doctrinal clarity, church unity, apostolic authority, the prevention of false teaching, and pastoral care for Gentile believers. Barsabas and Silas were chosen men of their own company.

These are the issues that we must keep in mind as well, as we face similar challenges.

The core issue here was that the Gospel itself was at stake. This was not a minor disagreement. It touched the nature of salvation, the sufficiency of Christ, and the identity of the church (Jew + Gentile). Since this issue was so foundational, the Council needed trusted messengers to ensure the decision was communicated accurately.

A written letter alone could be misunderstood or misrepresented. There would surely be discussion and clarification sought. Paul and Barnabas were well-equipped to explain every aspect of the Council's verdict to the churches. Nevertheless, the sending of Barsabas and Silas with them would add to the confirmation from the apostles at Jerusalem. These two were the lead brethren of the church at Jerusalem. The Jerusalem Council sent them, along with Barnabas and Paul, to the churches, which was highly significant.

The issue of the Gentile believers having to be circumcised and to follow the law of Moses was a teaching brought to the church by those who were not sent from the Jerusalem church. Acts 15:24 Since we have heard that some who went out from us have troubled you with words, unsettling your souls, saying, "You must be circumcised and keep the law"-to whom we gave no such commandment-

It had to be made clear to the churches that these people, who brought this teaching to the churches, were not commanded to do so by the Jerusalem church. This was a doctrine that was unsettling to the soul. Thus, to restore and recover from the damage done, the Jerusalem Council had to send senior leaders to the churches to assure the churches of the position of the Jerusalem church.

Paul and Barnabas were being affirmed by the Jerusalem church. The Council wanted to demonstrate that the apostles, the elders and the whole church were united in this decision.

It was essential to communicate this unity to the churches because Paul and Barnabas had been accused of preaching an "easy gospel" of grace through faith in Jesus and not a Gospel of works. These Judaizers claimed to represent the Jerusalem church, and the early church was still at a formative stage of its identity. By sending Judas Barsabbas and Silas, respected leaders from Jerusalem, the Council publicly affirmed Paul and Barnabas and was also addressing the associated issues.

Sending Barsabas and Silas along with Paul and Barnabas was a Holy Spirit-led decision. Acts 15:28 For it seemed good to the Holy Spirit, and to us, to lay upon you no greater burden than these necessary things

To communicate a Spirit-led decision, the messengers needed to be spiritually mature, doctrinally sound, recognised by the churches and capable of teaching and exhorting Acts 15:32 Now Judas and Silas, themselves being prophets also, exhorted and strengthened the brethren with many words._ This ensured the message would be received as God's will, not just human opinion.

Barsabas and Silas were prophets. Their role was not only to deliver the letter and the verdict of the Jerusalem Council but also to teach, encourage, clarify, strengthen the faith of the believers, and build unity in the body of Christ. This shows the Council's pastoral wisdom that doctrinal decisions must be accompanied by spiritual strengthening of the churches.

Barsabas and Silas remained in Antioch for a time, and they were sent back to Jerusalem with greetings from the church to the apostles at Jerusalem. This shows that the purpose of the Jerusalem Council in sending Barsabas and Silas to Antioch had been achieved successfully. Acts 15:33 And after they had stayed there for a time, they were sent back with greetings from the brethren in Antioch to the apostles in Jerusalem.

These two men were sent by the Jerusalem Council, and at the same time, they were led by the Holy Spirit to decide (in concurrence with the church in Jerusalem) to move forward in the ministry of the Lord after they had finished their assignment in Antioch. Acts 15:34 However, it seemed good to Silas to remain there.

The functioning of the Jerusalem Council in its manner of coming to a decision, and then the way the announcement was made to the churches, is a model for us to follow. If the Jerusalem Council had not sent Barsabas and Silas along with Paul and Barnabas to announce the decision of the Council, a crisis would have been created in all the churches.

We praise the Lord that this step was taken, and we are all beneficiaries of this decision.
